The Steering Wheel Mounted Shift Control comes with the Rallye package.

Many new cars (and even my truck) has a switch to change from automatic to sort of manual and many cars have the shifter you move (if you want).

Are these shift controls there in case you want to use them or is the Rallye package made the car manual? Does the Rallye package make it a manual vehicle?

No. No kit makes your automatic a manual. You'd have to replace the transmission and add a clutch petal, and change out the shifter to do that. What you're referring to is just manually shifting your automatic transmission. Most of the Chargers, if not all, come with Autostick, which allow us to manually shift our automatic transmissions.
