Why is the hood liner often removed? Its the black whooly feeling thing on bottom side of your hood. Pro's and Con's of removing the hood liner???

They get wet and fall off. Some get dirty and look better with it gone.
I believe it's there as sound deadener more than thermal reasons.

Correct me if I'm wrong, but I thought it was there to smother a fire in the engine bay?

As a firefighter, I've never seen one do that. They burn quite well, usually they have some type of fiberglass as a base material.
They are definitely not there as a fire suppression system, if I'm wrong... then they fail in that regard and are useless.

Many of our cars simply didn't come with one. It's one of those cost-savings things, like the strut cover caps, the PCM cover, and the rubber seal at the front of the hood that got discontinued at various points in the evolution of our cars.
