The short answer is that what it does is take the money out of your wallet and puts it in their bank account.

What it actually does is modify the IAT signal to give a false reading to the PCM so that it runs on false parameters and adjusts the A/F ratio incorrectly giving you an improperly balanced A/F ratio resulting in a butt dyno "feel" of performance while it slowly wrecks your engine due to running under incorrect combustion conditions.

By tricking the PCM (ECU) into thinking the inlet temp is different than it actually is, the system adjust the amount of fuel to a false value and makes it operate in an overly rich or overly lean condition to give the impression of performance while it either burns up your valves and spark plugs or completely fouls the combustion chamber and cats.
