So my 2021 R/T has what I have gathered to be an emissions charcoal filter built in to the cover of the CAI (this is in addition to the air box filter). It’s attached via some little plastic rivets which I can cut to remove it. Should I remove it? Will I even get any sort of improvement to performance or AITs? TIA

I'm having a hard time imagining what you are talking about... can you post a picture?

I assume you're talking about the OEM air intake box not something aftermarket. My 2019 R/T doesn't have anything like that built into the upper cover. There is a weird little felt tube that attaches to the hole in the bottom cover though:

From what I’ve gathered it’s less an issue of fit and more an issue of water getting in through the vent and getting the filter wet. One member brought up the point that the performance/vented hood came out in 2018 but that engine had been used with a regular hood for years before that with no issues. Blocking off the vent on the left side above the filter should cut back on water intake substantially and not really effect engine cooling to a point you’re doing any harm.

I’m not talking about removing the cover itself, I’m talking about removing the filter on the inside of the cover. It’s part of the cover on newer models.

Yeah my stock lower air box has the same tube inside it. If you look at the top cover of your air box there may or may not be an additional charcoal filter meant for emissions. It is physically part of the cover. I can remove it by cutting the little plastic rivets holding it in place. Just want to know if removing it would give me any sort of performance improvements or improve my AITs.

Oh ok I got you... to tell you the truth I might have that on the upper lid but I didn't take a picture. I don't think you'd see a benefit from removing that but I also think it wouldn't hurt any thing either way.

If you really want to eek out additional performance you can order the hellcat lower air box and get the snorkel that links to the grille area. You don't need to get the 2019+ Scat grille (but you could). Also pick up the LX3482 filter which is the hellcat spec and will flow as much air as you ever need even when fully dirty.

You'd have to drop the front fascia and remove (or really loosen!) the driver headlight, there are a couple youtube videos out there.

It's not a charcoal filter. There SHOULD be a piece of foam in there to keep the oil from the filler neck vent line from going straight to the air filter.

Itt is a pollution control thingy...thread from Challenger forum covers it and has a You Tube Video... basically, leave it alone if you have to pass emissions, otherwise you can toss it giving you about 2% power gain:

Well, thats a new one on me for sure. Can't see how it would affect pollution in any way, other than stopping the crap california air from getting into the engine. Then pvc hose is above it and it would have zero effect on polution from the engine when running.
Unless it for when the engine is shut down and they think it will filter a little bit of crankcase fumes from coming out the air intake?

There are a few automakers who incorporated the carbon filters years before FCA. I'm surprised, and then not surprised it's not more widely known. I guess someone would need to own a vehicle with it to know about the carbon filters.

The only thing I wonder about is how strictly the emission test station enforces stuff like this. Would they pop the airbox cover to see if it's been completely removed or has been cut around the filter perimeter and the filter material pulled out.

Like said in my previous post, I would remove it and hang onto it in case it has to be reinstalled for inspection.

@OP; does your owner manual contain any info in the maintenance schedule about the carbon filter? Just curious.

And welcome to the forum.

California gives a 100% visual inspection "on paper" down to the proper wingnut on the air cleaner!!
The ability of the station to know every detail and part number may be an issue especially with a new part addition

While on this subject. What is the tube in the lower part of the air box for? What purpose does it serve? I have a 2021 Charger RT and it has this tube and the carbon emissions filter, or whatever its called in the top part of the air box. I ended up removing the tube out of curiosity. Still have no idea what it was for though.
