Wheel still off center, etc.
The Charger requires a 4-wheel alignment (rear toe and front toe).
Front camber/caster is only adjustable after installing a service adjustment bolt package. Front camber/caster is also adjustable by shifting the engine cradle, but this is more involved and typically used only when repairing front-end damage to the car.
Rear caster is not adjustable and rear camber is only adjustable after installing repair camber links.
So a normal 4-wheel alignment measures front camber/caster/toe, and rear camber/toe/thrust angle, but the only adjustments made are rear toe and front toe (adjusting rear toe first and then adjusting front toe).
The Charger alignment specs specify preferred setting, acceptable range and maximum side-to-side differences. If the alignment shop is only referencing the acceptable range they can mistakingly think the car is in alignment when it's not.

Notes:
Cross Alignment values are determined by taking the left side value minus the right side value.
TOTAL TOE is the sum of both left and right wheel toe settings. TOTAL TOE should be equally split between each wheel on the same axle to ensure the steering wheel is centered after setting toe.
Thrust angle is the averaged direction the rear wheels are pointing in relation to the vehicle’s center line. The presence of negative or positive thrust angle causes the rear tires to track improperly to the left or right of the front tires. Excessive thrust angle can usually be corrected by adjusting the rear wheel toe so that each wheel has one-half of the total toe measurement.
Improper tracking can cause undue tire wear, a lead or pull and a crooked steering wheel.
