The HID's and Halos are two different animals. The halos do not project any light forward in the amount that you could use to drive with. Also with Blue halos there is no state where it is legal to drive with those. They are more of an ornamental light so to speak.
Now you could run white or amber halos all the time without a problem and use stock bulbs for actual driving purposes.
The halo install requires you to bake the headlight and separate the lens to attach the halos inside the headlight housing and run the wiring out the back to your parking lights or a 12v power source. You can buy them pre-installed but that is rather pricey.
