HID bummer...

quick story and a question. so i had the DDM tuning HID's and when i initially installed them they would randomly cut out and i would have to turn off my lights and tun them back on a BAM they would be woking perfect again. so i jumped on EBAY and ordered a harness as suggested on here. went and hooked eveything up and only the passenger side lit up. so i swapped the driver side bulb to the passenger side and vice versa and the same thing still happend. so my question is do you guys think i have a bad ballast or do you think that maybe the harness is messed up? cause both bulbs work fine. just looking for ideas. Thanks
