This NY Times article has a decent write-up of the police Charger.

A drive on Route 3 in New Jersey became a series of Moses moments, the Charger parting traffic as if it were the Red Sea, civilian drivers scattering left and right to make way for the authority figure in the rear-view mirror.
   Excellent!

And some meat and potatoes facts, which I've copied below, adding comments of my own in red bold.
Then there are items specific to the police package and not available to the citizenry. For instance, the stability control system offers three-stage operation: a normal level, like that in the conventional Charger; a minimal level that sends in the electronic nanny only at the extremes; and a full-off setting that disables the stability system entirely but leaves on the antilock brakes.
Available to SRTS, of course
The suspension uses the same stabilizer bars as the Charger R/T, but spring rates are increased in anticipation of carrying 500 pounds of equipment at all times. The brakes are upgraded with special pads, a larger master cylinder and bigger rear rotors, and special antilock calibration.
This sounds like a mix of SRT and R/T stuff. Master cylinder and rear rotors from the SRT, maybe?
Likewise, the cooling system includes transmission and power steering radiators that are available on other models, but adds an engine oil cooler that cannot be ordered on other Chargers.
I wonder how many of these coolers are SRT items also? And if the oil cooler is on the SRTs? I asked the SRT rep at the STE, and his comment was "some crossover, but we do all our own fluid modeling" which I assume is a nod to the 6.1 haiving different flows than the 5.7.

There were one or two guys back when who said they had a buddy who was going to flash them with the police software. Not surprisingly, they never came back, I got sniffs here and there that there are checks and balances to prevent such, like compatibility checks or maybe VIN identifiers.

I am hoping (but not holding my breath) that the upgraded Mopar PCM was designed for more than just the cam upgrade.:ninja:

That would be nice, if they were to include three mode ESP in that. Odds? Hell, I cant even begin to analyze them.
The legal guys might freak over that, but on the flipside, Mopar Performance parts carry some pretty good disclaimers.

Ok, just talked to the Shop Manager at my local Dodge dealership. He said that this would definitely VOID any warranty the car has. But, if you really wanted it, it does ad 61hp to the 5.7 Hemi. I do not know anything else, but this is straight from the horse's mouth.

Nah, he's smoking crack, if hes talking about the police flash. It ads no power at all, if you could get it, which you cant. A lot of these guys really dont know how the systems work, they just follow the book. A lot dont even know you can program a third key with just your stock two.
Or that you can pull CEL codes with just your igntiion key. They make assumptions that just dont pan out.

Similar to what "coliseum" quoted from the article, I liked this one:
In the passenger seat, my neighbor howled each time we came up behind a car, watched as the driver noticed us in the mirror and pawed for the turn-signal stalk.
