We already have a Buy/Sell forum (http://www.chargerforums.com/forums/forumdisplay.php?f=57) and it's for ALL of our members around the world! :)

If you prefer to trade only with fellow Canadians due to pricing, shipping, customs, etc, just make it clear in the body of your ad, maybe something like this:

I would consider anything, but don't think that Canada has the critical mass of Charger owners necessary to make a site that's Canadian-specific a worthwhile target niche.

Also, it would be more work for me as a user to keep track of what's going on at a site like this, the regional section of a site like this, and a "Canadian version" of a completely separate site, that's still like this one.
